Described as a societal cornerstone, forests in Sweden are part of both its history and in the modern day era that is characterized by contemporary challenges such as climate change and globalization. This thesis is a case study that revolves around the dichotomy between conservational interests and industrial interests with a focus on the Swedish forestry sector and its connection to Swedish welfare. This thesis is a case study that revolves around the dichotomy between conservational interests and industrial interests with a focus on the Swedish forestry sector and its connection to Swedish welfare. The purpose of the research is to further explore how member states’ economic reliance on their respective industries is impacting their ability to adhere to environmental policies and legislation from the European Union (EU). By utilizing multilevel governance and advocacy coalition framework as theoretical perspectives, the research uncovers
the main coalitions in the debate, the coalition of commercial interests and the coalition of environmental interests. It further explores how these coalitions shape the implementation of the EU’s environmental policies with a focus on the Nature Restoration Regulation that was adopted in 2024. The research concluded that it is important for policy-makers to consider the complexity that comes with the social aspects of the Swedish forestry sector, when making new environmental legislations to ensure a fair and effective implementation.
