Motivet och syftet med detta examensarbete är att, genom en studie, undersöka och kartlägga de byggnadstekniska och regulatoriska förutsättningarna för adaptiv återanvändning av kontor till bostäder. Målet är att bidra med akademisk kunskap kring hur övergången till Boverkets nya byggregler påverkar de tekniska och rumsliga hindren vid en konvertering. Målet är att bidra med akademisk kunskap kring hur övergången till Boverkets nya byggregler påverkar de tekniska och rumsliga hindren vid en konvertering. Arbetet ämnar besvara vilka de primära byggnadstekniska och regulatoriska hindren och möjligheterna är, hur Boverkets nya funktionsbaserade byggregler förväntas kunna reducera dessa, samt hur detta konkretiseras vid en praktisk tillämpning på AF Bostäders vakanta kontorslokal. Arbetet är utformat som en studie och genomförs i huvudsakligen två steg. Först görs en litteraturöversikt riktad mot vetenskaplig litteratur kring adaptiv återanvändning och tekniska utmaningar, samt en analys av Boverkets nya och äldre byggregler. Den insamlade teorin appliceras därefter på en fallstudie i form av en specifik kontorsbyggnad tillhörande AF Bostäder. Detta görs genom en dokumentanalys av befintliga ritningar samt en inventering av de rumsliga och tekniska förutsättningarna för att utvärdera byggnadens förutsättningar för konvertering under det nya regelverket. Studiens resultat visar att Boverkets nya funktionsbaserade byggregler avsevärt sänker de regulatoriska trösklarna för fastighetsomvandling. Vid tillämpningen på fallstudieobjektet Vildanden 4 konkretiseras detta genom ett gestaltningsförslag som rymmer tre kompislägenheter med minimala fysiska ingrepp i den bärande betongstommen. Genom digitala dagsljussimuleringar verifieras att lokalens befintliga fönsteröppningar i suterrängplan uppnår det nya dagsljuskravet på ett medianvärde på 0,8 procent, vilket innebär att fasaden kan bevaras i enlighet med rådande förvanskningsförbud. Vidare visar resultatet att det nya funktionskravet för rumshöjd möjliggör lokala nedsänkningar av innertak för ventilations- och akustikinstallationer utan resurskrävande ingrepp i bjälklaget. Slutligen visar studien att lättnaderna i tillgänglighetskrav för studentbostäder gör att befintliga dörrhål kan behållas och att uppförandet av en ny hiss helt kan undvikas (Less)

The motive and purpose of this thesis are to investigate map, through a feasibility study, the structural and regulatory conditions for the adaptive reuse of offices into housing. The objective is to contribute academic knowledge regarding how the transition to Boverkets new building regulations affects the technical and spatial obstacles during a conversion. The thesis examines what the primary structural and regulatory obstacles and opportunities are, how Boverkets new performance-based building regulations theoretically are expected to reduce specific challenges, and how these are concretized in a practical application on AF Bostäders vacant office space. The motive and purpose of this thesis are to investigate map, through a feasibility study, the structural and regulatory conditions for the adaptive reuse of offices into housing. The objective is to contribute academic knowledge regarding how the transition to Boverkets new building regulations affects the technical and spatial obstacles during a conversion. The thesis examines what the primary structural and regulatory obstacles and opportunities are, how Boverkets new performance-based building regulations theoretically are expected to reduce specific challenges, and how these are concretized in a practical application on AF Bostäders vacant office space. The work is designed as a feasibility study and is primarily conducted in two steps. First, a scoping review targeting scientific literature on adaptive reuse and regulatory challenges, as well as an analysis of Boverkets new and older building regulations. The collected theory is then applied to a case study of a specific office space belonging to AF Bostäder. This is done through a document analysis of existing drawings, alongside an inventory of spatial and technical conditions, to evaluate the building's suitability for conversion under the regulatory framework. The results of the study indicate that Boverket's new performance-based building regulations significantly lower the regulatory thresholds for property conversion. When applied to the case study object Vildanden 4, this is concretized through a design proposal accommodating three shared apartments (six beds) with minimal physical interventions in the load-bearing concrete structure. Digital daylight simulations verify that the existing window openings in the semi-basement meet the new daylight requirement of a 0.8 percent median value, meaning the facade can be preserved in accordance with the prevailing prohibition of distortion (heritage conservation requirements). Furthermore, the results show that the new performance requirement for room height allows for localized suspended ceilings for ventilation and acoustic installations, avoiding resource-intensive interventions in the floor slabs. Finally, the study demonstrates that the relaxed accessibility requirements for student housing allow existing doorways to be retained and entirely eliminate the need to construct a new elevator. Empty offices and a major shortage of student housing are two common problems in today's cities. Converting these unused office spaces into apartments is a very smart climate solution, as it utilizes already existing buildings instead of tearing them down to build new ones. Unfortunately, complicated and strict building regulations have long made this unnecessarily expensive and difficult in practice.

This thesis tests whether the Swedish National Board of Housing, Building and Planning's (Boverket) new, more flexible building regulations actually make it easier to solve this problem. By examining a vacant office space in Lund, owned by AF Bostäder, the study shows how three entirely new student apartments can be designed without the need for expensive and environmentally damaging interventions in the building's concrete framework.

The results show that the new rules actually make a big difference. Because it is now permitted to measure daylight in a smarter way, and because there are relaxed rules regarding how many student apartments must have full elevator access and wide doors, the barriers are significantly lowered. This means that in the future, we can give old buildings new life faster and more smoothly—a huge win for the climate, the economy, and all the students looking for a place to live. (Less)
