Abstract
This study examines how transaction prices of forced sales of single-family houses and tenant-owned apartments relate to assessed market value and to prices on the free market. In this study, the term forced sales is used to describe enforcement sales conducted by the Swedish Enforcement Authority (Kronofogdemyndigheten, KFM). Forced sales differ fundamentally from voluntary transactions in that they are initiated under compulsion, with limited property information and a constrained sales process.

This study examines how transaction prices of forced sales of single-family houses and tenant-owned apartments relate to assessed market value and to prices on the free market. In this study, the term forced sales is used to describe enforcement sales conducted by the Swedish Enforcement Authority (Kronofogdemyndigheten, KFM). Forced sales differ fundamentally from voluntary transactions in that they are initiated under compulsion, with limited property information and a constrained sales process.
These conditions raise questions about the extent to which observed prices reflect the market values that underpin standard valuation theory.
The study combines two quantitative analyses with a qualitative interview study. The first quantitative analysis estimates the price discount associated with forced sales using a hedonic regression model applied to single-family house transactions across Sweden between 2018 and 2025. Comparable voluntary sales within 500 metres of each forced sale are used as the reference group. The second quantitative analysis examines the relationship between assessed market value and actual transaction price among forced sales of both single-family houses and tenant-owned apartments during 2015–2024. The qualitative study comprises interviews with real estate valuers, a bank representative and a
KFM official.
The hedonic regression results show a statistically significant price discount of approximately 39.9 percent for the whole of Sweden, ranging from 26.6 percent in Stockholm to 42.1 percent in Skåne and Västra Götaland. The discount is consistently larger for lower-priced properties than for higher-priced ones. The analysis of assessed market value versus transaction price shows that actual prices systematically fall below assessed values, with a median deviation of approximately -13 percent. The qualitative interviews indicate that the forced context limits the information available to valuers and increases perceived risk for buyers, which partially explains the observed deviation. Recurring buyers at enforcement auctions may indicate arbitrage opportunities and raise questions
about potential market inefficiency.
The findings have implications for debtors, creditors and policymakers, and raise questions about whether the current auction format is optimally designed to minimise the socioeconomic costs of forced sales. (Less)

Denna studie undersöker hur slutpriset vid exekutiva försäljningar av småhus och bostadsrätter förhåller sig till bedömt marknadsvärde och till prisbildningen på den frivilliga marknaden. Exekutiva försäljningar som genomförs av Kronofogdemyndigheten(KFM) skiljer sig från frivilliga transaktioner på ett grundläggande sätt: de sker under tvång, med begränsad objektinformation och en reglerad försäljningsprocess. en bankrepresentant samt en anställd på KFM.
Regressionsanalysen visar en statistiskt signifikant prisrabatt om 39,9 procent för hela Sverige, med variation från 26,6 procent i Stockholm till 42,1 procent
i Skåne och Västra Götaland. Rabatten är genomgående större i det lägre prissegmentet än i det högre.
Analysen av bedömt marknadsvärde mot slutpris visar att faktiska priser systematiskt understiger bedömda värden, med en medianavvikelse om cirka -13 procent. Intervjuerna visar att den exekutiva kontexten begränsar informationsunderlaget för värderare och ökar den upplevda risken för köpare, vilket delvis förklarar de observerade avvikelserna. Förekomsten av återkommande köpare vid exekutiva auktioner kan indikera arbitragemöjligheter och väcker frågan om potentiell marknadsineffektivitet.
Resultaten har implikationer för gäldenärer, borgenärer och lagstiftare, och väcker frågan om huruvida det nuvarande auktionsförfarandet är optimalt utformat för att minimera de samhällsekonomiska kostnaderna av exekutiva försäljningar. (Less)
