Som en konsekvens av detta har en ”marknadisering” av offentliga verksamheter och organisationer skett. Denna ”marknadisering” har resulterat i att det finns organisationer i offentlig sektor som varken passar in på beskrivningen av offentliga organisationer eller privata företag, utan de är så kallade hybridorganisationer. Hybridorganisationer utgör ett attraktivt alternativ till mer traditionella offentliga organisationer. Utvecklingen av offentlig sektor har de senaste årtiondena till stor del påverkats av New Public Management. Som en konsekvens av detta har en ”marknadisering” av offentliga verksamheter och organisationer skett. Denna ”marknadisering” har resulterat i att det finns organisationer i offentlig sektor som varken passar in på beskrivningen av offentliga organisationer eller privata företag, utan de är så kallade hybridorganisationer. Hybridorganisationer utgör ett attraktivt alternativ till mer traditionella offentliga organisationer. Samtidigt har de kritiserats och det råder en osäkerhet kring hur dessa organisationer ska styras och ledas.



I denna bok använder jag mig av ett intressentperspektiv för att analysera den heterogena karaktären hos hybridorganisationer och den mångtydiga kontext inom vilken dessa organisationer verkar. Analyseras gör även de utmaningar detta innebär för styrning och ledning av hybridorganisationer och hur ägare, styrelse och VD hanterar dessa utmaningar. Till grund för den analys som görs ligger fallstudier av tre samägda svenska kommunalägda aktiebolag.



Studien visar att relationen mellan en hybridorganisation och dess intressenter och de krav och förväntningar intressenter har är mångtydiga. Denna mångtydighet är ett resultat av hybridorganisationers heterogena karaktär. Denna mångtydighet ställer krav på såväl styrning som ledning av hybridorganisationer. De krav som mångtydigheten ställer hanteras bäst av VD. VD kan hantera mångtydigheten genom att balansera och hantera de olika krav och förväntningar som intressenter har. För att VD ska kunna göra detta krävs det att han/hon kontinuerligt anpassar organisationen till de krav och förväntningar som intressenter har samt uppnår en balans mellan externa krav och förväntningar och vad organisationen åstadkommer. During the last decades the influence of New Public Management and the “marketisation” of public services, have given us organisations in the public sector that fit neither the mould of what constitutes public sector organisations nor that of private companies. Instead, we now have so-called hybrid organisations. These have become an attractive alternative to the more “bureaucratic” public agencies. During the last decades the influence of New Public Management and the “marketisation” of public services, have given us organisations in the public sector that fit neither the mould of what constitutes public sector organisations nor that of private companies. Instead, we now have so-called hybrid organisations. These have become an attractive alternative to the more “bureaucratic” public agencies. However, the introduction of market-like organisations for the production of public services has been subjected to criticism and raises questions regarding governance and management.



In this book, I use a stakeholder approach in order to analyse the heterogeneous character of hybrid organisations, the ambiguity of the context and the challenges this imposes on the governance and management of hybrid organisations and how owners, directors on the board and managing directors respond to these challenges. This is done by analysing three municipally owned limited companies in Sweden.



I have discovered that, due to the heterogeneous character of hybrid organisations, stakeholders have ambiguous roles, demands and expectations. This is what generates the ambiguous context and imposes challenges on governance as well as management. My findings show that these challenges are best handled by the managing director through balancing and responding to the interests of stakeholders. To do this, the managing director needs to be able to constantly adapt the organisation to match the demands and expectations of the stakeholders and to create a fit between external demands and internal operations.
