Abstract

'... this ambitious project definitely succeeds in putting together coherently a relatively recent body of research, and in arguing that a new policy approach to development is needed: one that puts knowledge accumulation at its core, that recognises the complex nature of learning processes and the need of new institutions to stimulate them. For the many who believe in the urgency of revising development strategies and policies in such a direction, this work is a must-read and a highly valuable teaching and reference aid.
