- Abstract
- The question about how the unemployment insurance should be designed is today a very
interesting topic. In 2007 the Swedish government introduced an increased financial fee for
members in the unemployment benefit societies. Since this the number of members in these
societies has decreased dramatically. At the same time Sören Öman was appointed head of a
commission whose obligation was to investigate the initiation of compulsory unemployment
insurance. In May 2008 Öman delivered a separate report describing how the initiation of the
insurance should be dealt with. In this report Öman has highlighted a few of the consequences

societies. A second purpose was to establish the consequences an insurance could have on the
unions. The connection between unions and unemployment benefit societies goes way back in
Sweden. A third and last purpose was to find out whether an initiation of a compulsory
unemployment insurance could have any effect on the collective agreement, the Swedish
model. The essay consists mainly of two parts. The first part describes the origin of the collective
agreement and the unemployment insurance. The second part aims on the investigation made
by Öman and his proposals for a new legislation. This second part also gives an orientation of
how the union and the employer organisations look upon the problems with an initiation of
