- This essay deals with multiple inhabitants extra care housing staff’s education and
competence and the various laws that affect the individual who has a functional disorder and
who also belong to the LSS person circle. The lack of clarity of the Act (1993:387),
concerning support and service for certain individuals with a functional disorder (LSS) and
the Health and medical service (HSL) may pose a risk that the individual ‘falls between two
stools’. This essay examines how the pedagogical work in two separate multiple inhabitants
extra care houses within Region Skåne is being applied. I have used semi-structured
qualitative interviews and have applied New Institutional Theory to my findings in order to

qualitative interviews and have applied New Institutional Theory to my findings in order to
analyze the empirical material. Alongside the empirical interview material, I have also studied
various literature: Acts, Government bills, dissertations, reports from the National Board of
Health and Welfare and State public commissions. I summarize my findings from this study
using a framework of New Institutional Theory terms and concepts and suggest that the
formal structure differs strikingly from the informal structure. Through the organization’s
endeavours to fulfill the myths created by the formal laws and expectations on it, it achieves
the legitimacy it needs. This way the organization is able to continue functioning in
accordance with the logic of confidence. (Less)
