- Abstract
- In recent years several policies concerning Aid effectiveness has emerged for Swedish civil society organizations. This thesis investigates what facilitates and complicates implementation of these policies. The theoretical framework is constituted by a top-down perspective of implementation and three essential actor properties; understand, can and will, developed by Lennart Lundquist. The empirical material is primarily built on five semi-structured interviews with representative organizations.
General explicit conclusions seem hard to find. However, some tendencies in the analysis emerge. However, the primarily will of the organizations is to work with a wider definition, Development effectiveness. Thus, the prevalent will does not make implementation more difficult, given that the interpretation is not too narrowly defined by the decision-makers. Third, the internal organizational structures as well as external factors affects whether organizations fully can implement the policy or not. The latter points towards the need of extending the theoretical framework in order to fully grasp what facilitates and complicates implementation of Aid effectiveness. (Less)
