- Buildings account for 40% of energy use and about one third of CO2 emissions in the EU. The huge energy saving potentials offered by the building sector has been targeted by a large number of policy instruments. To improve policy intervention in this area, more information on the extent to which the applied policy instruments are supporting the development and dissemination of different types of energy efficient measures is urgently needed.
This thesis seeks to contribute to the understanding of the role of policy instruments for energy efficiency in buildings focusing on how they have influenced improved insulation levels in Germany and the UK. The concept of “innovation systems” is used to describe the mineral wool insulation innovation system in the two selected countries. Particular attention is given to (1) the identification of policy instruments for energy efficiency in buildings which have an impact on insulation, (2) the technology and market development of mineral wool insulation and (3) the characterization of actors involved in the development and uptake of mineral wool insulation.
Moreover, the concept of learning processes is used to examine the role of policy instruments in influencing improved insulation levels. First, it is analyzed to what extent conditions for learning-by-searching, learning-by-doing, learning-by-using and learning-by-interacting have been present over time. Secondly, the role of policy instruments in facilitating these learning processes and thus supporting the improvement of insulation levels in Germany and the UK is analyzed. (Less)
