- Abstract
- The aim of this thesis is to examine whether the asylum- and migration policy in EU is securitized or not, focusing on illegal immigration and the legal immigration of asylum seekers and refugees. My aim is also to scrutinize if and how a conceivable dilemma between migration, asylum and human rights is appearing in the studying policy documents and in the thesis’ case study.
The method chosen for answering the questions is discourse analysis of relevant EU asylumand migration policy documents, primary the Stockholm Programme. A case study of the migration from Libya to Italy and Italy’s specific migration policy will also be outlined, this in purpose of receiving an insight of an EU country’s respond to the migration problem.

My conclusions are that the illegal immigration is framed as a threat and therefore securitized in both EU and Italy, with the migration policies towards them concentrated on border security and controlling databases to maintain a safe and secure territory in the Union. The asylum- and refugee immigration is not securitized especially due to human rights values in the discourse. But when those migrants are linked to illegal immigrants a securitization is more obvious. The case study of Italy has shown a very restrictive attitude towards migrants, which affect them and their human rights negatively. (Less)
