- Abstract
- This paper focuses on the AVR (Assisted Voluntary Return) program in Sweden. It will question the voluntariness of the return, as it is a prerequisite to receive the help which is provided though the AVR program. Furthermore, the intention with the program will be identified and the design of the program will be analyzed. I will use Khalid Kosers theory about a successful AVR program and apply it in the Swedish context of assisted voluntary return. The implementation of the theory will confirm that Sweden need to improve some qualifications, as monitoring the return. It will also be recognized that the voluntariness has a right to be questioned. The program isn’t particularly voluntary, foremost because there are no real choices that don’t... (More)

The implementation of the theory will confirm that Sweden need to improve some qualifications, as monitoring the return. It will also be recognized that the voluntariness has a right to be questioned. The program isn’t particularly voluntary, foremost because there are no real choices that don’t involve coercion. Moreover, organizations like the UNHCR (United Nation High Commissioner for Refugee) intend that there cannot be a voluntary choice if the person doesn’t hold the legal right of being in the country in the first place. The essay also stresses the need for a common definition of the terms used in the discourse about voluntary return. (Less)
