Unlike the Westphalia definition, where a states obligation lies within the territory, R2P defines the sovereignty by the citizens' wellbeing. After an assessment of the reports by Amnesty International and Human Rights Watch, R2P exposes through an emphasis on the suffering people in Burma. The reports portray an emotional structure and terminology that conveys a sense of urge to take action for the reader. This urge could possibly work as an effort to obtain the R2P acceptance and proceedings in places such as Burma. (Less)
