Abstract
By using a case study of a smallscale fishing community in the Mediterranean Sea, Sigri (Lesvos, Greece), this thesis aims at exploring the drivers and barriers for an effective local implementation of the target Good Environmental Status by 2020. The future of the Mediterranean Sea is increasingly linked to the people who live by its coasts and depend on it for their livelihoods. On the other hand, the potential for improving the lives of the same people will rely to a great degree on how well they will be able to manage the sea. By using a case study of a smallscale fishing community in the Mediterranean Sea, Sigri (Lesvos, Greece), this thesis aims at exploring the drivers and barriers for an effective local implementation of the target Good Environmental Status by 2020. The future of the Mediterranean Sea is increasingly linked to the people who live by its coasts and depend on it for their livelihoods. On the other hand, the potential for improving the lives of the same people will rely to a great degree on how well they will be able to manage the sea. There is a screaming demand for action and the question is whether or not the Marine Strategy Framework Directive can help meeting this need. While some countries are still mapping their habitat and assessing their coasts, the fish might run out and many marine eco-systems transform into dead zones. Will this be the case? In the end it all depends on the content of the measures and on how quick the changes can be implemented.
This paper takes a critical approach to the set target by 2020 and its correlation to the measures initiated by the Marine Strategy Framework Directive and possibilities for local implementation. The study provides an overview of the Directive and its implementation process, as well as expected outcomes. By identifying a number of drivers and barriers by the help of Ostroms Institutional Analysis and Development framework, this research will also provide some suggestions on how to improve identified barriers and facilitate an achievement of the target Good Environmental Status by 2020.
