Förväntningar på polisarbete - En jämförande rättssociologisk studie av polisen och allmänheten

Abstract
Policing in Sweden today is something that is up for an important discussion. Many people have some kind of opinion about the police, both as individuals and as an organisation. My study is about the external policing in the society.

The main purpose of my study has been to see what expectations people in the society has on external policing today, and how these expectations match with what the local polices themselves believe that people wants from them. I have also studied how the policy documents, that control the policing, help or do not help the local police in their every day work. Policing in Sweden today is something that is up for an important discussion. Many people have some kind of opinion about the police, both as individuals and as an organisation. My study is about the external policing in the society.

The main purpose of my study has been to see what expectations people in the society has on external policing today, and how these expectations match with what the local polices themselves believe that people wants from them. I have also studied how the policy documents, that control the policing, help or do not help the local police in their every day work. I have studied these questions from a sociology of law point of view by mainly using norm theory. I have collected my data by using surveys. I have had 500 respondents from the public and 118 respondents from the police organization. These respondents have answered questions about expectations on policing, and I have then compared the answers from the two groups. The result shows that the public wants a more visible police by foot patrol, but the most common way to see the police today is in a police car. The local polices are aware of these expectations from the public, but are tied up by organizations demands for efficiency and measurable results. Another interesting result that I have found in my study is the lack of communication between the public and the police. The public does not have the knowledge about the regulations that surround the police organization, and have in some cases expectations that the police can not live up to, due to those regulations. There is also a lack of knowledge on how to contact the police, something that the local polices seem to be unaware of. My conclusion in my study is that there has to be a better control in the regulations to the local police, where their guidance and goals are written about external policing, and that the
public and the local police have to have something to say about it. There also has to be a better communication between the police and the public about the polices tasks and what the police legally can do.

Finally, I found three dominating meta-norms in both populations: the visual norm, the relation norm and the communication norm. The findings in my study will hopefully be of interest for the future work for the police. (Less)
