The purpose of this study was to examine what factors that influence the framing of residential care for unaccompanied minors and how superintendents within the field view and approach the National Board of Health and Welfare’s policy regulating standards for “HVB-homes”, SOSFS 2003:20, as well as the concept of “HVB-home”. The purpose of this study was to examine what factors that influence the framing of residential care for unaccompanied minors and how superintendents within the field view and approach the National Board of Health and Welfare’s policy regulating standards for “HVB-homes”, SOSFS 2003:20, as well as the concept of “HVB-home”. The aim was also to examine what factors influence the superintendents view and approach to SOSFS 2003:20 and the concept “HVB-home”. The empirical data consists of interviews with seven superintendents, with various degrees of influence on framing of “HVB-homes” for unaccompanied minors. The respondents are employed in the same municipality in western Sweden. By using a structural perspective to analyse the empirical data, we found that the superintendents’ apprehension of the SOSFS 2003:20 and the concept of “HVB-homes” were strongly influenced by their organizational context. How the “HVB-homes” were shaped was therefore partly dependent on the other involved parts within the reception of unaccompanied minors. We found that the superintendents regarded both the regulations in SOSFS 2003:20 and the concept of “HVB-home” vague and problematic to apply on residential care for unaccompanied minors. The most significant factor was the uncertainty that characterises the organization around the reception of unaccompanied minors. (Less)
