- Abstract
- The purpose of this thesis is to examine the United States’ influence on the international community’s ability to prohibit the Rwandan genocide of 1994. Over the course of 100 days government forces and Hutu militia implemented an elimination campaign with the main objective of ethnically cleansing Rwanda of the Tutsi minority, and effectively slaughtered 800,000 civilians. By rhetorically analyzing two major documents, the Democrats’ Presidential Decision Directive 25, and the Republican Senator Bob Dole’s Peace Powers Act, it was possible to identify a political consensus in Washington, which indicated an unreceptive mentality towards the UN and humanitarian interventions. The U.S.’ political climate was created out of the failed intervention in Somalia in 1993, which resulted in lives lost and a considerable distrust for the Clinton administration. By applying the theory of the U.S. as a world hegemon with the ability to influence the actions of other states and global organizations, it was possible to illustrate how Washington’s political elite successfully influenced the international community’s action in Rwanda, and created a global policy in accordance with U.S. national interests.
