The theoretical tools are mainly taken from theories of organizations in general and on Human Service Organizations in particular. The data are mainly documents. These have been supplemented with interviews with selected informants. The study shows that a new understanding of the recipient as “raw material” may be a motive for reorganizing the welfare office.
