This study aims to examine what it is that makes that cyclist do not follow the traffic rules as much as motorists. It also aims to try to find different aspects of cyclists and motorists which can influence their behavior in traffic. In this study it has been used a qualitative research method and focus groups interviews. The theoretical framework is based on Ajzens, Theory of planned behavior (TPB) and social norms. To examine differences between cyclists and motorists behavior in traffic, two traffic rules, traffic lights and negligence to respect a stop sign, has particularly been studied and the road user's attitude to these and the social norm around these rules. The result shows that cyclists attitude to traffic rules are considerably more negative than motorists' attitude to the same rules. Motorists also feel that they have more to lose by breaking the traffic rules when they can lose their license. The results also show that the social norm around cyclists’ traffic behavior is weak, which may be because there is no expectation that the police care about cyclists in traffic as much as on the motorists.
