- Abstract
- In the yearly report from the Swedish governmental agency The Ombudsman for Children, Bakom fasaden (2011), children and adolescents placed under government custody in so called HVB-homes (homes for treatment and living) gives voice to the fact that they are dissatisfied that opportunities to use the Internet are restricted. At the same time, Sweden is considered one of the countries in the world where Internet access in the general population is highest.

The aim of this study is to investigate the access to the Internet for these adolescents under governmental custody. My theoretical framework consists of the particular theory
of norms used within the discipline of the sociology of law, a theory that makes it possible to identify the professional norms that regulate Internet access in this particular context. In conclusion, I analyze these norms further within the framework of Michel Foucault’s theory of power to answer the question pertaining to how these norms affect in relation to the adolescents’ access to the Internet.
The study results show that the Internet accessibility of these adolescents are influenced by norms held by the staff, in particular norms that dictate that staff should limit the time spent online as well as controlling what they do when using the Internet. Inspired by Michel Foucault’s theory of power, I focus on the contextual use of power taking place at these institutions, who’s societal function is to offer treatment for children and
adolescents. The conclusion that I draw in this study is that the treatment of adolescents offered at the HVB-homes as of today are incompatible with free Internet access. (Less)
