- Abstract
- The purpose of the master thesis has been to investigate the
professional experiences of collaboration within the framework
of the agreement on cooperation for greater security in the city
of Landskrona and further investigate the macro-control and
prospective norm formation processes between the police and
city. Of the mission statement it is clear that the focus should be on
processes and not on the effects of interaction at the micro level.
A realistic evaluation approach, focusing on methodology, has
been used to implement data collection in an efficient manner.
A strategic choice has been made by the client in advance with
information about the 19 staff who work within the

Interviews were conducted with the 19 people and there has
been an internal failure of two informants. The interview
approach has partly been structured - given the fact that the
crime prevention council designed the questions - and also
unstructured where the staff have talked freely about their
duties in the chapters of the agreement.
The results were presented continuously, and the researcher has
integrated issues in the mission statement. In order to highlight
the individual views and professional experiences quotes have
also been put in to the reported results.
The results has been analyzed both by the research model made
by the researcher and by the mission statement and process
issues.
A more theoretical basis has been used to argue about the local
government and police management's macro perspective, the
police organization from a normative perspective - and what
normative consequences and outcomes that may exist within the
agreement on cooperation.
The study suggests that the collaboration agreement mainly
progresses because there is pressure from above. The macrodriven
decision-making in the collaboration agreement has
primarily had the task of implementing common standards
between the police and the city, reducing the complexity of the
tasks, maintaining a political mandate and engage as many
people as possible in the standard formation processes. There
are different views on what collaboration actually is in practice
- and how much of the general work that actually falls within
the scope of collaboration. (Less)
