Abstract
My thesis is based on- and a further development of an evaluation I made of an IT-project aimed at the young and socially excluded. By opening IT-cafés in certain housing areas, the aim of this project was to strengthen the IT-skills of the young and to create social networks. With my study as an example, I want to elucidate the formation process of a project.
What happens when different companies and organizations form alliances to take action in a societal problem? Why did the project face difficulties in attracting its target group and why did it seem to get stuck in certain tracks? By opening IT-cafés in certain housing areas, the aim of this project was to strengthen the IT-skills of the young and to create social networks. With my study as an example, I want to elucidate the formation process of a project.
What happens when different companies and organizations form alliances to take action in a societal problem? Why did the project face difficulties in attracting its target group and why did it seem to get stuck in certain tracks? A principal theme in my analysis is gaps: the gap between rhetoric and practice and the societal gap – the digital divide – that the project took its point of departure in and would aim its actions at bridging.
The project is analyzed with the concept territorial logic and by investigating how what I call a virtual target group of young “digital illiterates” took form in the project, held the project together and put pressure on its practices. How did the project create its own territory and how come the project kept moving on to new places opening more and more IT-cafés? What does it mean to “believe in the project” and how is the doubt that can emerge in a project handled and reduced?
There is a general tendency for projects to start “living their own lives” with little contact to the reality it aims at changing or involving. This has to do with the projects own structure; its internal logic and way of organizing. How can one with cultural analytical results criticize in a constructive but not conserving manner? In a project that “does not happen”, I show how what actually happened, the real effects of and reactions on the project, can be described and understood and how this knowledge could help a project to see possibilities in its problems. The terms under which the results are communicated is connected to the role of the cultural analyst and his/her relationship to the client. This aspect is seen as important for the possibilities of delivering for the client meaningful and constructive critique. By identifying structural problems in a project, the possibility of freeing people “controlled” by project ideas and of bridging gaps between different views of reality and between people, is raised.
