Abstract
Who influence decision making? From a traditional worldview, in which the privilege to define the international policy arena was dedicated to one actor, the states; are we today observing a shift in paradigm. Several other actors entering the arena, determined to influence the policy agendas. One such actor is the Non-Governmental Organization (NGO).
This study conducts a theory testing on NGO influence. The focus of the study is the Non-Governmental network organization Climate Action Network and it’s strategies towards influencing the process and outcome of the seventeenth session of the United Nations Climate Change Conference, arranged in Durban, South Africa, December 2011.

Who influence decision making? This study conducts a theory testing on NGO influence. My aim with this study is to test, with the help a process-tracing method, if Daniel Berlin’s theoretical framework for NGO influence in convention politics can explain Climate Actions Networks influence – or lack thereof – for the process and outcome of the Durban session.
The result is inadequate to determine whether Climate Action Network actually influenced the session, and therefore inadequate in determining the explanatory factor of Berlin’s theoretical framework. The study still contributes by identifying possible indicators suggesting that Climate Action Network might had influence. (Less)
