- Anti-corruption measures have since 2007 been formally incorporated in the World Bank Group’s poverty reduction mandate. The understanding of corruption is a matter of great disagreement, there is a lack of consensus regarding the causes and effects of the phenomenon.
The main purpose of this paper is to investigate how the World Bank’s understanding of corruption is demonstrated in its strategies to combat corruption. Through an ideological analysis my ambition is to highlight how the central principles of these strategies are connected to underlying ideas of the structure of society and to the function of social norms. The main purpose of this paper is to investigate how the World Bank’s understanding of corruption is demonstrated in its strategies to combat corruption. Dealing with questions of economic inequality and governance, the dominant theoretical perspectives of this paper emphasize sociological elements in understandings of the concept of corruption. The conclusions show that the ideological values behind the World Bank’s strategies are founded on a universal understanding of justice as impartiality manifested by the rule of law, and corruption as an obstacle to this norm in society. Using this understanding of the phenomenon, the anti-corruption measures of the World Bank could be labeled as corrupt themselves. (Less)
