- Abstract
- This study investigates the implementation of the EU cohesion policy in a Swedish context. The EU cohesion policy aims to, through the Structural funds, diminish the economic and social differences between less-favoured and affluent regions in the EU. However, there has been a paradigm shift in Swedish politics; from income equalization and redistribution to the poorest regions, towards a greater focus on sustainable economic growth, through innovation and entrepreneurship.
In this study the author discusses through a review of literature, how the formulation of the Structural funds’ objectives correspond with economic theory and regional policy and aim to explain the effect the funds have on sustained economic growth in Sweden.

The study found that the structural funds do not generate economic growth even though the objectives and aims correspond well with economic theory. The reason is multifaceted; partly because the goals are to general and broad. Also, if there are political discrepancies between regional development and sustained economic growth, prosperous regions are inhibited instead of being able to act as growth engines, resulting in ineffective use of government spending.
