- Bland det första Kommunistpartiet gjorde när Folkrepubliken Kina etablerades år 1949 var att upprätta ett eget folkbokföringssystem, det s.k. hukousystemet. Det var egentligen inte helt nytt, utan snarare en ny variant av det system som skapats redan år 1931 av nationalistiska Guomindang. Regelverken i de båda systemen är mycket lika och vissa element kan dessutom spåras många dynastier tillbaka i tiden.
Hukou upprättades av flera anledningar, till de viktigaste hör att snabbt få ordning på det nya ransoneringssystemet och för att kunna hitta interna fiender. Although a new system, hukou had much in common with the previous household register set up in 1931 by the Guomindang government. Both systems had similar regulations and some elements have roots in the Imperial China.
Hukou was established for several reasons, with a smooth implementation of the rationing system and finding domestic enemies being the most important. Hukou grew to be a major social feature in modern China and still remains vital. Hukou registration and other matters were subjects of the local police station, where citizens brought their hukou certificate, a small book...
