Abstract
In 1999 the Swedish government developed environmental objectives, as a driver to direct Sweden towards sustainable development. Swedish municipalities have a history of working strategically on environmental issues, through their local Agenda 21 management that was adopted by many municipalities in the mid-’90s. In 1999 the Swedish government developed environmental objectives, as a driver to direct Sweden towards sustainable development. Swedish municipalities have a history of working strategically on environmental issues, through their local Agenda 21 management that was adopted by many municipalities in the mid-’90s. During the 21st century municipalities have, to a considerable extent, shifted from the local Agenda 21 to instead working towards environmental objectives. Several municipalities have adopted environmental objective plans to guide them in their local endeavors. Whether Swedish municipalities succeed in implementing their environmental objective plans and operating within their organization to fulfill their objectives has not been investigated.
This study aims to identify which factors influence the municipalities’ management regarding the realization of measures taken to fulfill the environmental objectives. Which factors obstruct, as well as simplify, their realization is examined, as well as whether these factors are possible to influence on a local level. Four medium-sized municipalities in Scania have been the object of case studies: two are supposed to be examples of successful management using environmental objectives and two are supposed to be less successful examples. In these municipalities, the separating factors between good and bad environmental objective management are identified.
From the case studies, several groups of influencing factors were detected. Aside from the contextual factors within the municipalities, i.e. population size, four groups of factors were detected in a large portion of the municipalities. The environmental objective plan’s structure, follow-up and how it is rooted within the organization is one of the factors that affect the motivation for action. The three other groups are: level of knowledge among decision makers, how the municipality works with players outside of the organization, and lack of exhortation from higher society levels on the municipalities to take action.
