Abstract
The aim of this study is to examine appeals against railway plans and building plans for
roads. An empirical study of 107 appealed railway plans and building plans for roads
during the years 2003-2009 has been made. The study shows that approximately 20 % of
all plans have been the object for appeals. Nearly 90 % of the appeals come from
individuals, but there are also cases of appeals from companies, associations and other
organisations.
The reasons for appeals vary, but the most common ones are fears of increased noise
levels, land expropriation and a negative impact on the personal financial position.

The aim of this study is to examine appeals against railway plans and building plans for

The legislation regulating the planning of transport infrastructure in Sweden is currently
under review. Some of the proposed changes that are being considered could have a
significant impact on the position of external stakeholders and the possibilities for
appeals. It will be an important task for future studies to examine the new regulations and
