The Extraordinary program was run by the Central Intelligence Agency with the objective of retrieving intelligence from people affiliated with terrorist groups. The way to do it was to abduct the suspected terrorist from a country anywhere in the world and send him to another where he could be interrogated, usually with torture. No judicial review, no attorney to oversee the suspect’s case, not even his own family knew where he was or what had happened. The suspected terrorist could be held in custody for years without any legitimate reason. He was there because someone “thought” he might be a terrorist. (Less)
