Mandated reporting in preschool- the impact of a statutory change on personnel discretion [translated title]

The aim of this study was to examine preschool teachers’ assessments of child abuse and neglect. More specifically, the aim was to see how a change in the statutory change of Social Services Act (2001:453) may effect the teachers’ assessment. The study was based upon semi structured interviews including a vignette completed with five staff members from two different city areas in Malmö, Sweden. Three of these interviews were with preschool teachers, one was with a preschool officer and one was with a special education teacher. The results were then analysed with M. Lipskys theory about street-level bureaucracy.

The vignette showed that being informed by the statutory change did not alter the staff members’ assessment of the given vignette. This may be understood from the theory as a sign of discretion were the street-level bureaucrats at times must choose to primarily represent the goals of the organization or represent the citizens.
