- Abstract
- The following thesis investirgates the elements of the governance theories Governance and Government in policy document relating to the interaction between Försäkringskassan and Arbetsförmedlingen. In my research I have, on the basis of government letters and other key policy documents, interpreted the characteristics of both the more softer negotiation focused management and a more hierarchical governance collaboration in rehabilitation efforts. Thus I have been able to deduce that there is an increased cooperation in this policy between the public and private sectors.

The participation of the private sector in the reformation of the rehabilitation efforts are emphasized as both necessary and essential to improve the recovery efforts for the individual. The regulation of cooperation between authorities is supposed to take place within the framework of the existing governance of the agencies’ activities. However, I have found a more transparent governance structure through Nationella samverkansgruppen, which is a network without formal authority. This network has become a venue for coordinating the collaboration between Försäkringskassan and Arbetsförmedlingen.
Elements of a more hierarchical control exists even in the rehabilitation sector since the government has appointed a parliamentary investigation committee that has been commissioned to survey rehabilitation efforts in social insurance. (Less)
