Abstract
In 1980 an epidemic outbreak of hiv occurred around the world. One of the bigger target groups was drug addicts. This was the start point of what came to be called the harm-reduction movement. One of the main interventions of this movement was and still is needle exchange. Sweden, along with Holland was one of the first countries to introduce a needle exchange program. Even though Sweden is one of the predecessors, there is an ongoing debate on wheather or not needle exchange is an appropriate intervention. In 1980 an epidemic outbreak of hiv occurred around the world. One of the bigger target groups was drug addicts. This was the start point of what came to be called the harm-reduction movement. One of the main interventions of this movement was and still is needle exchange. Sweden, along with Holland was one of the first countries to introduce a needle exchange program. Even though Sweden is one of the predecessors, there is an ongoing debate on wheather or not needle exchange is an appropriate intervention. The needle exchange debate is more heated in Sweden than perhaps any other country in the world. A significant matter is the restrictive drug politic that grew stronger in the late 80’s. Individual use of illegal substances became criminalized, and the spotlights were now aimed at individuals rather than the distributors. As drug abuse became an established social problem in Sweden the harm reduction interventions spread around Europe. This study refers to analyze the political debate regarding the needle exchange programs in six different municipalities in Sweden. Using a discourse analytical approach our aim is to highlight the arguments in the debate and distinguish the assumptions about needle exchange and addicts. (Less)
