- Inspire (2007/2/EG) is a directive initiated by the European Union with the purpose to improve the infrastructure for spatial information. This is thought to contribute to an easier and more convenient way of exchanging the information within the union.

The countries of EU have all started their work to include Inspire's guidelines in their legal systems and in the work of their authorities and public administration. Many participating countries have developed a national standard delivery format for spatial information concerning the municipalities. The employer and interest organization called Sveriges kommuner och landsting (SKL) stands as responsible in Sweden.
The national standard for exchange of spatial data in Sweden consists of a unified delivery structure in a data format called kommunGML. The standard can be applied by the municipalities when delivering spatial information. This would make it easier for recipients of data, especially for those receiving information from more than one municipality. However, the standard has not yet become a requirement by law which makes the implementation of this standard format optional.
The municipality of Helsingborg is interested in being able to write their data to kommunGML which leads us to the purpose of this study.
This study resulted in a model constructed in FME Desktop. The model can be used by the municipality to write their data to the standardized format kommunGML. The output text document containing the kommunGML code can be read and visualized in FME Universal Viewer, which proves that our model is correct. (Less)
