Abstract
In this study I contribute with a perspective of how the European Emission Trading System (EU ETS) has affected the measures to reduce the emissions of carbon emissions in the trading sector in Skåne. To evaluate the effects of EU ETS and see if it has led to emission reductions in Skåne, I have conducted interviews with representatives from each sector and made a complementary web survey with the remaining firms. The EU ETS currently has today problem with great surplus of allowances followed by a low carbon price. In this study I contribute with a perspective of how the European Emission Trading System (EU ETS) has affected the measures to reduce the emissions of carbon emissions in the trading sector in Skåne. To evaluate the effects of EU ETS and see if it has led to emission reductions in Skåne, I have conducted interviews with representatives from each sector and made a complementary web survey with the remaining firms. The EU ETS currently has today problem with great surplus of allowances followed by a low carbon price. Along with a low proportion of permits being auctioned it has resulted in a weekly market-based instrument in comparison with other policy instruments such as taxes and commodity prices. Therefore, it is not entirely clear to what extent the EU ETS per se has contributed to reducing the emissions among business. On the other hand, it has indirect led to the issue of climate change has come up on the agenda. The businesses tend to say that the EU ETS price is too low to bring incentive for emission reduction measures. Instead it is the general cost of electricity that drives many decisions of energy efficiency or the changing of fuel. While the EU ETS remains in the shadow of other policy instruments such as taxes it will not contribute to investment in emission reduction measures. The EU ETS is however perceived different in different sectors. The heavy producing industry with high emission mentions the risk of distorted competition against competitors outside the system while the energy sector would like to see a price increase. A global connection of the trading system is wanted by the majority of the companies regardless of sector. (Less)
