I have done this by investigating 70 job ads from the employment service and three educational plans from three different universities in Sweden. Through qualitative text analysis I have analyzed three universities educational goals regarding abilities and compared these with the abilities sought in seventy job ads from the social services. The material has been analyzed from two conceptions of professions related to bureaucracy and to professional legitimacy. The study showed the social services to seek abilities that fit in a more bureaucratic way of working, corresponding to an organizational professionalism, which partly undermines the professional legitimacy which the education emphasizes in their educational plans. This slight mismatch between education and what abilities the social services seeks and implicates that some of the abilities of fresh graduates from schools of social services runs a risk of not being used. Social service secretaries to a high degree work with standardized methods developed from knowledge based upon evidence from research, and only to a lesser degree are allowed to control their own work and use their professional legitimacy.
