The municipal role has evolved to where the municipality is only expected to step in where the market falls short, but it remains unclear where this line should be drawn. The municipalities’ conception of the concepts of “need” and “demand” will influence how they interpret laws regulating housing provision. It will also influence planners’ everyday tasks and whether or not they will work to achieve housing for all – which is what Swedish law demand they do - or to achieve a more efficient environment for investors and developers.
