Abstract
Social Impact Assessment (SIA) is a field of research and a planning practice which internationally has been practised since the introduction of methods for Environmental Impact Assessments (EIA) in the 1970´s. Unlike the EIA, SIA is especially concerned with the social consequences of development and the processes of analysing, monitoring and managing these. In Sweden, SIA´s have until recent years been done to a lesser degree. Social Impact Assessment (SIA) is a field of research and a planning practice which internationally has been practised since the introduction of methods for Environmental Impact Assessments (EIA) in the 1970´s. Unlike the EIA, SIA is especially concerned with the social consequences of development and the processes of analysing, monitoring and managing these. In Sweden, SIA´s have until recent years been done to a lesser degree. Due to a rising attention of social inequalities, the city of Gothenburg and later also the city of Malmö, has during the last couple of years raised the matter of using SIA in Swedish urban planning. In 2014, the city of Malmö, on the basis of an assignment from the City Council, started working on a tool for SIA in their urban planning. Since the beginning of this year, the city´s planning department is now working on integrating this tool into their planning-process. This paper examines the city of Malmö´s SIA-process. When doing this, I am starting from two broad theoretical approaches concerning the paradigmatic thoughts on communicative planning and the previous research on SIA. Through a case-study approach the writer bases his study on interviews with officials involved in the municipality´s SIA´s and documents concerning this process. The case-study leads to a number of conclusions. Although SIA is a new issue and tool for the planning practitioners interviewed, they claim SIA to be of great importance for their planning processes. According to the officials, the most important issue concerns how SIA brings up social aspects in the planning process. The main characteristics of the SIA in Malmö, seems to be that the assessments starts early on in the planning process, that the work is done in groups, and that the time spent on the assessments are held relatively short. According to the officials in Malmö, problems with their SIA process relates to the broader context of planning today, in which social aspects still have a relatively low status. Another problem with the SIA-process concerns the complexity of assessing ’the social’. This complexity relates to the writer’s main concern of the SIA-process in Malmö; the lack of civic participation. SIA in Malmö clearly seems to bring up social aspects in the urban planning process. Anyhow, to meet the social goals set, the author concludes that Malmö needs to continue developing methods to better include their citizens in the SIA-process. (Less)
