Abstract
This thesis explores discourses surrounding the concept of diversity in the city of Malmö and how the municipality addresses diversity issues in policy and practice. The study is based on 17 qualitative interviews with eight politicians and nine civil servants on their understanding and experience with diversity in their respective roles. The informants define diversity as differences between social categories, however, which categories that are, and should be, included is contested. The majority also struggles with expressing definite definitions. The concept is clearly linked to the city of Malmö itself in a way where Malmö and diversity becomes inseparable. This thesis explores discourses surrounding the concept of diversity in the city of Malmö and how the municipality addresses diversity issues in policy and practice. The study is based on 17 qualitative interviews with eight politicians and nine civil servants on their understanding and experience with diversity in their respective roles. The informants define diversity as differences between social categories, however, which categories that are, and should be, included is contested. The majority also struggles with expressing definite definitions. The concept is clearly linked to the city of Malmö itself in a way where Malmö and diversity becomes inseparable. The ideas which politicians and civil servants build their concept of, as well as tools for realising, diversity is embedded in a liberal discourse of universal individual rights and equal opportunity. The most prominent ideological difference we have found is whether the emphasis lies on structure or individual. It is however, also apparent that the bureaucratic context influences methods and perceived possibilities for change. Despite working within the controlling system, informants have given examples of how they question and challenge norms and ways of organising their work regarding diversity. (Less)
