- Abstract
- Rapid urbanization has dramatically increased housing demand in Hanoi, the capital city of Vietnam. To alleviate housing shortage, the city of Hanoi has developed a housing program of which the major part is housing development through new urban area projects. New urban area, or new town, projects are large-scale developments designed mainly for residential purposes, with integrated infrastructure and social facilities. To alleviate housing shortage, the city of Hanoi has developed a housing program of which the major part is housing development through new urban area projects. New urban area, or new town, projects are large-scale developments designed mainly for residential purposes, with integrated infrastructure and social facilities. Except for the districts where land is scarce, there are new urban area projects all over Hanoi city. However, many houses in new urban areas have been unoccupied for many years. New urban areas in the inner city of Hanoi are no exception. The number of empty houses in new urban areas within the radius of 10 km from the central business districts is surprisingly high, given that housing demand is greatest in this area. Empty houses and empty new urban areas have caused Hanoi’s urban geography to break apart. Since urban geography is actively made and shaped by human activities, this paper will examine a variety of actors in order to explain how their actions have broken the built environment of Hanoi. The analysis draws upon a system of provision approach, which suggests that this dilemma of housing consumption is the result of the actions and power relations of landed developer interests. (Less)
