Utländska underentreprenörers arbetsmiljöarbete på svenska byggarbetsplatser

Abstract (Swedish)
I och med den fria rörligheten i Europa så kommer utländska företag med största sannolikhet även framöver att utföra byggnadsarbeten i Sverige. Därför krävs fler studier om säkerhets- och arbetsmiljöarbetet på byggarbetsplatser med utländsk arbetskraft. Likaså behöver fler undersökningar göras om hur kommunikationen kan förbättras mellan svenska och utländska arbetstagare. God kommunikation är en avgörande faktor hur framgångsrikt ett projekt blir, både sett till en bra arbetsmiljö med få olycksfall samt till ett företags egenintresse att gå med ekonomisk vinst. Denna studie kan förhoppningsvis bidra till ökad förståelse och kunskap inom området.

Därför krävs fler studier om säkerhets- och arbetsmiljöarbetet på byggarbetsplatser med utländsk arbetskraft. Likaså behöver fler undersökningar göras om hur kommunikationen kan förbättras mellan svenska och utländska arbetstagare. God kommunikation är en avgörande faktor hur framgångsrikt ett projekt blir, både sett till en bra arbetsmiljö med få olycksfall samt till ett företags egenintresse att gå med ekonomisk vinst. Denna studie kan förhoppningsvis bidra till ökad förståelse och kunskap inom området.

Arbetsmiljöarbetet med svenska underentreprenörer fungerade i de flesta fall tillfredställande, men ofta saknade underentreprenörerna tillräckliga förkunskaper och förståelse för att kunna arbeta helt säkert. Även flertalet av de utländska underentreprenörerna uppvisade bristande förståelse och förkunskaper. Arbetsmiljöarbetet med de utländska underentreprenörerna fungerade i många fall problematiskt, vilket tog mycket tid och resurser i anspråk. Tack vare den extratillsatta arbetsmiljöresursen på fallprojektet ansågs likväl generellt säkerhets- och arbetsmiljöarbetet ha fungerat bra, med få olycksfall som följd.

Ingen slutsats huruvida utländska arbetstagare orsakar fler eller färre olyckor jämfört med svenska kunde dras. Orsaken är bristande underlag gällande registrering av olycksfall där utländska arbetstagare är inblandade. På byggarbetsplatser med utländska underentreprenörer kan olycksrisken anses vara förhöjd på grund av att:
(i) kommunikationssvårigheter som grundas på bristande språkkunskaper lätt leder till missförstånd, (ii) kulturella skillnader i säkerhets- och arbetsmiljöarbetet ökar risken för olyckor samt (iii) en utredning av Arbetsmiljöverket som visade att personer med utländsk bakgrund har en 36 procent högre sannolikhet att råka ut för en olycka jämfört med personer med svensk bakgrund.

Kommunikationen mellan den svenska projektledningen och de utländska underentreprenörerna fungerade i många fall mindre bra och vid flera tillfällen uppstod problem på grund av språksvårigheter och långa kommunikationskedjor. Enkla, tydliga hjälpmedel, som exempelvis Tysta boken, skulle kunna komma till stor nytta på mångkulturella byggarbetsplatser. Språkkurser för både de svenska och utländska arbetstagarna samt tvärkulturella ledarskapsutbildningar för den svenska projektledningen skulle öka möjligheten till god kommunikation. (Less)

Since the number of posted workers and companies on the Swedish labour market most likely won’t decrease in the foreseeable future, more studies on safety and working environment on construction sites with foreign workers will be needed. Likewise more studies on how the communication can improve between Swedish and foreign workers are required, since good communication is a determining factor when it comes to how successful a project will be. Likewise more studies on how the communication can improve between Swedish and foreign workers are required, since good communication is a determining factor when it comes to how successful a project will be. In most cases the workplace environment management together with the Swedish subcontractors worked satisfactory. However, many of the subcontractors missed the necessary qualifications and understanding to execute their work in a safe way. Also many foreign subcontractors (posted workers) showed lack of understanding and knowledge regarding safety and health at work. From the Swedish project management point of view the collaboration between the Swedish project management and the foreign subcontractors concerning workplace environment management was challenging and required a lot of time and resources.
Nevertheless all respondents (interviewed during the case study) considered the workplace environment management to have functioned very well during the project, thanks to the Coordinator for Safety and Health at the project execution. Furthermore only a few accidents occurred during the project.
No conclusions whether foreign workers causes more or less accidents compared to Swedish workers could be drawn. Reason is the lack of registrations of accidents where foreign workers are involved, since those accidents only need to be entered in the workers homeland. However, the risk of an accident can be considered to be higher at Swedish construction sites with foreign workers because of the following reasons: (i) communication difficulties based on deficient knowledge of language easily results in misunderstandings, (ii) cultural differences regarding safety and health at work increase the risks of accidents and also (iii) the official report from the Swedish Work Environment Authority (Arbetsmiljöverket) showed that persons with foreign background have a 36 % higher likelihood to be involved in an accident compared those with a Swedish background.
Communication between the Swedish project management and the foreign subcontractors worked less well in many cases. Several times problems arose owing to the difficulty in speaking and understanding (English) as well as the long communications chains. Plain visual aids (e.g. Tysta boken – a picture book about safety at construction sites) could be of great use at multicultural construction sites. Language courses for Swedish as well as foreign workers together with intercultural leadership education for the Swedish Project Management would increase the chance to good communication. (Less)
