Syfte: Syftet med uppsatsen är att studera den svenska grundskolans resursallokering i jämförelse med Finlands samt undersöka den svenska grundskolans kostnadseffektivitet.
Metod: Uppsatsens ansats är deduktiv då den testar befintliga teorier mot ny empiri. Materialet består av sekundärdata från olika rapporter, artiklar samt litterära källor.
Teoretisk referensram: Inledningsvis presenteras analysmodellen. Denna har modifierats för att bättre lämpas för vår undersökning av skolans ekonomiska faktorer. Därefter redogörs för tidigare forskning kring ämnet samt ett antal relevanta teoretiska begrepp.
Empiri: Det empiriska materialet består av sekundärdata främst från internationella och svenska organisationer men även artiklar och litterära källor.
Slutsats: Studien visar att ekonomiska resursers betydelse för grundskoleelevers prestationer är begränsad. Även allokeringen av resurserna hade ringa betydelse. Satsningar på lärare tycks vara den viktigaste faktorn för att förbättra elevernas prestationer. Studien visar även att Sveriges utgifter per elev i grundskolan överstiger Finlands. Trots detta presterar svenska elever undermåligt i internationella kunskapsundersökningar. Den svenska skolan kan därmed ej benämnas som kostnadseffektiv. (Less)

Purpose: The purpose of the study is to compare the compulsory school’s resource allocation in Sweden and Finland. In addition to this, the cost-effectiveness of the Swedish school is studied.
Methodology: The study’s deductive approach tests existing theories on school effectiveness against new empirical data. The material of the study consists of secondary data from different reports, articles and literary sources.
Theoretical framework: Initially the model for analysis is presented. It has been modified to be better suited for our study of the school’s economic factors. Results from previous studies on the subject and a few theoretical concepts are then presented.
Empirical foundation: The empirical foundation consists of secondary data primarily from international and Swedish organisations, but also articles and literary sources.
Conclusions: The study shows that the impact of economic resources on pupil performance is limited. The allocation of the resources didn’t have a significant impact either. Investments in the teaching staff seems to be the most important factor for improving student performance. The study also shows that Sweden spends more resources per pupil in the compulsory school that Finland. Despite this Swedish students’ performances in international educational studies are very poor. The Swedish school can therefore not be regarded as cost-effective. (Less)
