Utgångspunkten i föreliggande studie är narkotikafrågan som blivit alltmer synlig på agendan de senaste åren. Runtom i världen är narkotikapolitiken under förändring men i Sverige råder fortfarande nolltolerans, och således är bruket kriminaliserat sedan 1988. Som en följd har polisen fått en central roll i att förverkliga det narkotikafria samhället. Syftet med denna studie är att beskriva, analysera och försöka förstå polisens kommunikation rörande narkotika ur ett diskursivt perspektiv. Centralt för arbetet är teorier kring diskurs, makt och ideologi. Vidare ämnar studien bidra med kunskap kring diskursens påverkan på fältet strategisk kommunikation. Som en följd har polisen fått en central roll i att förverkliga det narkotikafria samhället. Syftet med denna studie är att beskriva, analysera och försöka förstå polisens kommunikation rörande narkotika ur ett diskursivt perspektiv. Centralt för arbetet är teorier kring diskurs, makt och ideologi. Vidare ämnar studien bidra med kunskap kring diskursens påverkan på fältet strategisk kommunikation. Med avstamp i Foucaults teorier kring diskurs tillsammans med kritisk diskursanalys belyser författarna polisens kommunikation med nytt ljus. Analysen av det empiriska materialet resulterar i tre diskursiva teman: Idealet, Antagonismen och Systemet. Talet visade sig präglas av ett tal, inte om lagligt och olagligt, utan rätt och fel, vilket författarna tolkar som ett normativt, snarare än juridiskt tal. Det normativa talet skapar Sanningar som ska spridas i samhället. Utifrån Sanningen om narkotika skapas olika identiteter vilka under rådande förhållanden anses ‘rätt’ eller ‘fel’ i olika grad. Författarna problematiserar slutligen att det ur ett diskursivt perspektiv verkar omöjligt att kunna avgöra kommunikationsinsatsers verkan i förväg och planera dessa strategiskt. (Less)

The starting point of this paper is the subject of narcotics which have been widely discussed recent years. The politics regarding narcotics are facing changes around the world but Sweden is still advocates of a zero tolerance policy towards narcotics. Thus is the use of illicit drugs criminalized since 1988. As a result, the police have gotten an important role in the realization of a society, free from narcotics. The aim of this study is to, through a discursive perspective, describe, analyze and build an understanding of the police’s communication regarding narcotics. The starting point of this paper is the subject of narcotics which have been widely discussed recent years. The politics regarding narcotics are facing changes around the world but Sweden is still advocates of a zero tolerance policy towards narcotics. Thus is the use of illicit drugs criminalized since 1988. As a result, the police have gotten an important role in the realization of a society, free from narcotics. The aim of this study is to, through a discursive perspective, describe, analyze and build an understanding of the police’s communication regarding narcotics. Theories about discourse, power and ideology will be central through this study. This paper further intends to contribute knowledge about how discourse influence the field of strategic communication. The authors hope to shed new light on the police’s communication through Foucauldian theories about discourse alongside the critical discourse analysis. The analyze of the empiric material resulted in three themes: the ideal, the antagonism and the system. The speech of narcotics was not as much about legal and illegal, as of right and wrong. Something the authors interpret as a normative speech rather than juridicial. This normative speech further produces Truths that should be spread in society. Through the Truths of narcotics different identities are produced which at current circumstances are ‘right’ or ‘wrong’ to different degrees. The authors finally question the possibility to, through a discursive perspective, foresee the results of communicative action and further the strategic planning of it. (Less)
