- Abstract
- This essay focus on the structure behind policy making in the city of Malmö. Leaning on the theory of Cultural Political Economy it attempts to descirbe Malmö's policy making as a product of the path-dependent and path-shaping nature of the political process. This perspective suggests that researchers take in account not only the contemporary discourse and semiosis, but also examine the material and historical context of the actor of interest. Malmö is a rewarding city to analyze since it has a history of turning industrial decline in the 70's and 80's into a brand new path of urban policy in the mid 90's. However, Malmö's not so extravagant backyard, filled with unemployment and social contradictions, is easily uncovered.
Recent events of large refugee influx have shone new light on Malmö's focus on building a city for earners and high earners. Examining the urban planning of the municipality of Malmö, this essay will suggest that process of change differs between construals (semiosis) and construction (materiality), and that policy makers are tied to the discourse and tendencies of their former way of speaking and acting.
