- Today, the concept of sustainability is central in several housing projects, not to mention the many other socio-technological projects for which the concept is a directive.
In this study I problematize the relation of the paradigm of sustainable development to one of its main “pillars”, the social dimension, and how this can relate to the greatest challenge of our generation – climate change. As a vague concept and difficult to quantify, social sustainability, in comparison with generous concern for the environmental and economic dimensions, tends to fall out of the sustainability agenda.

Based on the idea that socially sustainable communities and tackling climate change are interdependent this thesis explores how understanding the relationship between a practice with focus on social sustainability and growth of social capital can counteract such a challenge. The study target the theory of social capital which lean on concepts like trust and unity, contributes to a better understanding of the decision-making process as also being a social process, and conclusively can increase societies capacity to solve structural problems.
The aim is to find supporting actions for creating a valuation tool for social sustainable practices in the narrative of climate change. Creating an analytical framework operationalizes this, which through housing market actions are analysed.
Seven stakeholders in the housing market in the city of Malmö, all in central positions, were interviewed on the subject of sustainability in regards to renovation and production of housing areas. The empirical material is conspicuous and very compelling so far as all interviewees consistently and spontaneously highlight the concept of social sustainability. But, even though the concept is considered a main objective, the definition and the conviction of what is required or the objectives to be achieved are as diverse.
The study finds key points in an ambition for intensified dialogue, to clarify territorial development issues and that the state must ”take the lead”. But the way forward, this study concludes, creating such a valuation tool falls back on the theory of social capital with the power to enhance cohesion and problem solving capacity in our society. Lord N Stern skrev i sin rapport "A blueprint for a safer planet[...]" från 2009 att "Vi står inför två stora utmaningar, att övervinna fattigdom och hantera klimatförändringarna. Om vi misslyckas med den ena, kommer vi att misslyckas med den andra". Denna fundamentala och enkla formulering fångar upp det ömsesidiga beroendet och beskriver vad hållbar utveckling i grunden borde handla om.
Vilka hinder står vi då inför på vår väg mot ett underlag för ett värderingssystem? Problematiken ligger i definitionen av det diffusa begreppet social hållbarhet och i förlängningen ett förhållningssätt till sociala värden som abstrakta marknadsexternaliteter, det vill säga att de ligger utanför marknadens vanliga värderingssystem. Vad kostar utanförskap? Hur värderar vi sammanhållningen i ett kvarter? Vad säger en kostnad-nyttoanalys om en stads mål om att alla stadens barn skall gå ut skolan med fullständiga betyg? Det är dessa svårhanterliga frågeställningar som gör att sociala värden riskeras glömmas bort i beslutsprocesser.
En väg framåt kan vara att studera en praktik och sätta den i relation till teori och forskning. Teorin påvisar en koppling mellan social hållbarhet och socialt kapital, ett begrepp grundat i tillit och sammanhållning i samhället. Med en funktion som bidrar till kunskap i processer om social organisation, dess uppkomst genom samverkan mellan sociala strukturer, och dess kapacitet.
Grundat i teorin om socialt kapital kan vi visualisera ett processled, från aktiviteter inom en praktik med fokus på social hållbarhet och hur de påverkar det sociala kapitalet positivt, till hur dess funktion om ökad sammanhållning i samhället skapar ett underlag och ökar acceptans och förståelse i samhället för komplexa policybeslut. Vilket exempelvis kan handla om osäkra frågeställningar rörande mitigering och klimatanpassning. Teori och fallstudier pekar i den riktningen. Med en målbild som talar för social och klimatmässig hållbarhet utmanas dagens förhållande till kostnad-nyttoanalyser och teknokratiska effektiviseringslösningar.
Sett ur ett praktiskt perspektiv visade intervjustudien med sju centrala aktörer inom bostadssektorn i Malmö att samtliga genomgående och spontant lyfter fram begreppet social hållbarhet. Ur intervjuerna stiger förståelsen om att ett underlag behöver förhålla sig till olika nivåer, från konkreta förslag till strategier och visioner. De idag praktiserade aktiviteterna påvisar engagemang mellan de privata aktörerna och boende i området/bostaden. Mellan fastighetsägare eller byggbolag och kommunen blir förhandling om mark central. De strategier som berördes handlar om utökad dialog och om hur staten bör ta "ledningen". Däremot var det tyst om visionerna då förståelse och verktyg saknas för denna övergripande del.
Lösningen kan tänkas ligga i en utgångspunkt för ett värderingsystem som går tillbaka till den sociala processens betydelse, vilket kan ge bättre underlag för beslutsfattare. En tillväxt av socialt kapital skulle kunna verka både utjämnande och ge en större beredskap för en kraftfullare policystrategi. Ifall det sociala kapitalet används som grundkomponent i systemet finns en möjlighet att sätta ett likhetstecken mellan kapital i social mening, och kapital i meningen samhällsnytta. (Less)
