- Early childhood education and care has been stated a key priority area for governmental investment of the education sector in Brazil since the early 2000s and was reaffirmed as the number one target of the 2014 national education plan. Nonetheless, services remain inadequate in regards to both coverage and quality. The results suggest that the main disadvantage in access to formal quality services is felt by households from social groups that are already facing disadvantages as regards level of educational completion and household income, and further, that such disadvantage relates to processes of stratification and polarisation.
