Metod: Fallstudie på tvärsnittsstudie på primärvården i Norrbottens läns landsting
Teoretiskt perspektiv: För att besvara forskningsfrågan har en referensram utvecklats utifrån ekonomistyrning, ersättningsprinciper och indikatorer
Empiri: Empirin till vår uppsats har vi hämtat genom två semistrukturerade intervjuer, dokumentgranskning och avslutningsvis genomförde vi en enkätundersökning som skickades till 32 verksamhetschefer på hälsocentralerna i Norrbottens läns landsting.
Slutsats: Det visar sig att effekten av ersättningssystemet och indikatorerna som styrmedel blir lägre då hälsocentralerna uppfattar indikatorerna som fel utformade eller när det är faktorer som de inte kan kontrollera. Det resulterar i att hälsocentralerna kompromissar och gör prioriteringar för att uppfylla indikatormålen. Prioriteringar görs när det saknas resurser, där vår undersökning visar att resursbristen inte alltid är den ekonomiska ersättningen utan kan även vara läkarbrist och brist på övrig kompetens. (Less)

Theoretical perspective: The thesis is based on the theory of management control, compensation principles and indicators in order to answer the research questions
Empirical foundation: The empirical foundation in the study consists of a content analysis supplemented with empirical data from professional associations.
Conclusions: It turns out that the effect of compensation principles and the indicators as management control will reduce when the health centers perceive the indicators as wrongfully designed, or when the factors they can not control. It results in the health centers may compromise and make their own priorities for achieving indicator targets. Priorities are made in the absence of resources, which our study shows that the lack of resources is not always due to the compensation principles but may be caused by shortage of doctors and lack of other care category skills.
