Abstract
A small yet substantial share of Swedish municipalities have chosen to engage in
development aid projects. While examining the incentives behind local
authorities’ engagement in non-compulsory projects, this study contributes to the
broader research on public policy and organizational theory, as it investigates how reforms are initiated, adopted and spread.

A small yet substantial share of Swedish municipalities have chosen to engage in
development aid projects. While examining the incentives behind local
authorities’ engagement in non-compulsory projects, this study contributes to the
broader research on public policy and organizational theory, as it investigates how reforms are initiated, adopted and spread.

The research process consists of three steps. First, a regression analysis is
conducted, that identifies the characteristics distinguishing the municipalities
which are associated with the Swedish International Centre for Local Democracy
(ICLD) from those which are not. After that, officials in four municipalities that lack association with ICLD are interviewed, so as to determine the cause of their inactivity. Finally, a survey among active municipalities is conducted, in which they are invited to share their views on the motives behind their engagement in development aid projects.

The single most important incentive is the aspiration of the local authorities to
find tools to develop their internal business, which appropriately entail certain
values which ensure that a good reputation is maintained in relation to other
actors. Grants for external funding also play an important role in assuring that new organizational recipes are considered attractive enough. (Less)
