Abstract
In this thesis I will argue that there needs to be a certain balance in municipal planning between flexible and strong governance in this regard. With the help of a report from the European Commission, I will approach this subject from an economic resilience perspective.
Among the literature used to analyze this thesis’ subject, an article exploring economic resilience by Boschma stands out in my interpretation of the relationship between resilience and municipal planning.

Among the literature used to analyze this thesis’ subject, an article exploring economic resilience by Boschma stands out in my interpretation of the relationship between resilience and municipal planning.
To further explore regional resilience and governance, the case of Tanum, a small municipality in Sweden have been chosen due to their semi-liberal influenced planning policy and relatively strong economy. The case study is performed by examining municipal planning documents and is partly supported by observations during my internship at the municipal department of planning. Their latest comprehensive plan (“översiktsplan” in Swedish) have a tendency to be flexible towards many kinds of development. That is, the comprehensive plan make few restrictions to new establishment and wish to promote entrepreneurship and small business creation.
My analysis leads to a discussion concerning the relationship between municipal planning policy and commercial resilience. I will conclude that, as there needs to be a balance between adaptation and adaptability for a resilient economy, there needs to be a balance between strict and flexible planning policy as well.
