Abstract
One of urban planning’s responsibility is to ensure children’s right to outdoor space in Swedish kindergartens is met. Legislation that regulates outdoor areas in kindergartens is broad, stating that “enough space” should be granted. However, critical voices flag the shrinking outdoor space that jeopardizes children’s right to a healthy outdoor environment. Each municipality is responsible to determine what is meant by “enough” outdoor space. One of urban planning’s responsibility is to ensure children’s right to outdoor space in Swedish kindergartens is met. Legislation that regulates outdoor areas in kindergartens is broad, stating that “enough space” should be granted. However, critical voices flag the shrinking outdoor space that jeopardizes children’s right to a healthy outdoor environment. Each municipality is responsible to determine what is meant by “enough” outdoor space. The aim of this study is to investigate the planning process of kindergartens in the municipality of Malmö, Sweden. In order understand this matter, urban planning documents are scrutinized and several interviews are conducted. Through this study it is found that when space is distributed within local plans, weak legislation on the required outdoor environment for a kindergarten makes it susceptible to reduction in size. The priority of what shall take place within the limited area of a city depends on legal confinements. This raises the question whether a minimum outdoor area must be imposed to ensure adequate space for children’s use. (Less)
