In order understand this matter, urban planning documents are scrutinized and several interviews are conducted. Through this study it is found that when space is distributed within local plans, weak legislation on the required outdoor environment for a kindergarten makes it susceptible to reduction in size. The priority of what shall take place within the limited area of a city depends on legal confinements. This raises the question whether a minimum outdoor area must be imposed to ensure adequate space for children’s use. (Less)
