Abstract
The Swedish integration policy is based on the premise that integration is a mutual process by which all of societies actors and structures have a shared responsibility in ensuring its implementation. Despite the political ambition to regulate integration under such conditions, contemporary research have noted that the political process of integration target certain societal groups based on their nationality, and questioning whether such categorization acts in accordance with the policy of mutual responsibility.

The Swedish integration policy is based on the premise that integration is a mutual process by which all of societies actors and structures have a shared responsibility in ensuring its implementation. Despite the political ambition to regulate integration under such conditions, contemporary research have noted that the political process of integration target certain societal groups based on their nationality, and questioning whether such categorization acts in accordance with the policy of mutual responsibility.
Drawing from this theoretical view, this essay aims at examining the circumstances regarding the formation of the 2013 law which regulates the conditions of an education in social orientation aimed towards newly arrived citizens. Using discourse analysis, the purpose of this study is to provide a deeper understanding of how target groups are formulated in the preparatory work which resulted in the law (2013:156) samhällsorientering för vissa nyanlända invandrare, how such constructions relate to the Swedish integration policy and how these factors all relate to the content used in the educational programs.
Using Pierre Bourdieu’s theory of capital in analyzing the discursive structures manifested in the preparatory document, this essay has shown how assumptions are expressed regarding the volume of capital accumulated by groups of newly arrived citizens. Such assumptions are proved to be decisive for the formulation of target groups, in which third-country nationals are included and immigrants who are citizens of countries part of the European Economic Area are excluded.
By drawing on the result of this study I conclude that the discursive framework constructing these subjects and how they relate to the aims of Swedish integration policy serve to reproduce an order of categorization which establishes separate conditions of power for the fulfillment of integration. Syftet med undersökningen är att genom diskursanalys skapa en djupare förståelse för hur utbildningens målgrupp konstrueras diskursivt i förarbetet till lagen (2013:156) om samhällsorientering för vissa nyanlända invandrare, hur sådana konstruktioner förhåller sig till integrationspolitikens mål om ömsesidighet, samt hur dessa faktorer står i relation till utbildningens innehåll.
Genom att applicera Pierre Bourdieus teori om kapital på den diskursiva konstruktionen runt begreppet integration i förarbetet till lagen, har undersökningen visat hur antaganden manifesteras beträffande de nyanländas kapitalvolym, vilket visar sig vara avgörande för beslutet att i målgruppen inkludera tredjelandsmedborgare och att exkludera nyanlända som invandrat från Europeiska ekonomiska samarbetsländerna. Resultatet visar att den diskursiva ordningen som konstruerar dessa subjekt - och hur det förhåller sig till integrationsmålen, verkar för att reproducera den kategorisering som medför ojämlika villkor för integration.
