Klimatpåverkan från privat konsumtion i svenska kommuner - Vad kan Helsingborgs stad göra för att främja en hållbar privat konsumtion ur ett klimatperspektiv?

Abstract
The Swedish Environmental Protection Agency has come to the conclusion that Sweden must cut their greenhouse gas emissions by around 80 % until the year 2050 for it to be possible to meet the climate targets set by the UN. This study aims to show what role the municipalities in Sweden play in the transition of the society to sustainable levels of emissions, focusing on private consumption. The purpose of this study is furthermore to map the current activities within the municipality of Helsingborg that effects private consumption, to find out whether there are additional actions that Helsingborg can take to further support sustainable consumption patterns.

The Swedish Environmental Protection Agency has come to the conclusion that Sweden must cut their greenhouse gas emissions by around 80 % until the year 2050 for it to be possible to meet the climate targets set by the UN. This study aims to show what role the municipalities in Sweden play in the transition of the society to sustainable levels of emissions, focusing on private consumption. The purpose of this study is furthermore to map the current activities within the municipality of Helsingborg that effects private consumption, to find out whether there are additional actions that Helsingborg can take to further support sustainable consumption patterns.
To find out how municipalities see their role in the transition towards sustainable consumption and to find out how they work with these issues, interviews with civil servants at several Swedish municipalities has been conducted. In addition to the interviews a case study of Helsingborg has been completed by mapping municipal documents to investigate what Helsingborg can do to further support a sustainable consumption among its citizens.
The results show that the municipality’s possibilities to influence their citizens vary considerably between different consumption sectors. Their main focus is on activities aimed at consumption of transports, while housing, food and other consumption is mostly handled through waste disposal measures and activities to support a more circular economy. The ongoing work in Helsingborg is in many respects similar to that in the interviewed municipalities. The municipality of Helsingborg works in all the expected areas, but can improve further by following good examples from other municipalities. (Less)

För att möjliggöra de stora samhälls- och livsstilsförändringar som krävs för att minska utsläppen av växthusgaser med så mycket som 80 % till år 2050, måste alla aktörer i samhället hjälpas åt. Den här studien undersöker vad som görs i svenska kommuner för att främja en privat konsumtion som är klimatmässigt hållbar.

Intervjuer med representanter på kommuner runt om i Sverige har genomförts för att klargöra vilket arbetas som bedrivs på kommunal nivå idag. Resultatet visar på att det finns stora skillnader mellan olika typer av konsumtion. Det görs framförallt mycket för att kommuninvånarna ska resa på ett sätt som är bättre för klimatet och miljön, men det görs betydligt mindre för att till exempel få invånarna att handla mat som är mer klimatsmart. Resultatet från intervjuerna utgör grund för att ta fram rekommendationer till Helsingborgs stad om vad de kan göra för att utveckla sitt arbete med hållbar privat konsumtion ur ett klimatperspektiv.

Orsaken till de stora skillnaderna mellan olika konsumtionsområden kan delvis bero på att det är stor skillnad på hur många verktyg som finns för en kommun att påverka med. Det kan också bero på att en del åtgärder är mer politiskt känsliga och kanske krockar med andra mål som ekonomisk tillväxt. En populär lösning är att understödja cirkulära affärsmodeller. Nya cirkulära affärsmodeller kan leda till minskad negativ påverkan på klimatet samtidigt som konsumtionen kan fortsätta att öka. Forskning visar dock att effektiviseringar och omställning till nya former av konsumtion inte kommer lösa klimatkrisen. Det kommer utöver dessa åtgärder även krävas att vi minskar konsumtionen av de produkter som har stor miljö- och klimatpåverkan, till exempel flygresor och kött.

Resultatet från denna studie kan användas för att tydliggöra kommunernas roll i dagsläget samt för att belysa behovet av kraftfullare tag på nationell nivå. Resultatet ger också en bild över vilka konsumtionsområden som idag till stor del lämnas åt konsumenternas ansvar och som är i behov av fler styrmedel och åtgärder för att förändras snabbare. Resultatet kan även fungera som vägledning för kommuner som inte har kommit så långt som de intervjuade kommunerna med sitt arbete kring främjandet av hållbara privat konsumtion. (Less)
